how to disable Ctrl-Alt-Del for secure kiosk

Does anyone know how to disable ctrl-alt-del and ctrl-esc in win 2000 so the user can not access the task manager or taskbar?

Local Security Policy|Computer Configuration|Windows Settings|Security Settings|Local Policies|Security Options, Disablel CTRL+ALT+DEL requirement for logon.
