How to dictate what extension is reception 1

Many breakouts are set to "0" to go to the receptionist. What dictates who 0 is? Where do you set the extension to be 0?

Per user : on the VM tab in the user settings

we usually use a short code if we want a specific extn to be 0 systemwide.

SC: 0
feat: dial extn
Tel #: extn #

should say in addition to setting 0 for the breakout on the users.
