The P&D will/should/may work if the clients have the latest OS service packs, or rather are the same or newer than what's on the developing machine.
But, this is often not the case, and there also may be problems with shared dlls when installing updates.
So, try using the Visual Studio Installer for Windows Installer (FOC from MS download site), or use something like Inno setup, or Wise Installer, etc.
