how to delete file on NTFS volume from a boot disk 1

I have a file in the winnt\system32\spool\printers folder that keeps all of the print jobs spooling then freezing the computer. It won't allow me to delete this folder, and the only NTFS boot disks, I have been able to locate, won't allow me to delete anything, just copy.

I am hoping someone knows how I can delete this folder.
 
I tried to stop the spooler service and it would not allow that. I admit, I did not think of safe mode. A big ole "DUH" on my part. I should have thought of it. We got the problem fixed by renaming the printer file and then rebooting, but I really want to delete it.
