I'll explain the proceedure, by using your example above. with that same circle. First with a rule line, then with a grid:
RULE LINE
1)place the circle to the right of a guide line far enought so that it does not snap to it
2)hold the Ctrl key and click and hold the circle on the lower right side, a little distance from the center.
3)drag the circle slowly to the left passing it thru the guide line. While moving to the left, keep the cursor below the circle. This is what happens; first the left side of the circle snaps to the line, then the center snaps to the line, then (this is what your looking for) the point at which you grabed the circle, it snaps to the line and last, the right side of the circle snaps to the line.
GRID
1)to place the center of a circle on the cross sections of the grid you need to make sure your nudge offset is set at a low number, like .025. ( nudge offset is on the tool bar)
2)then move the circle with your arrow keys. The circle will be moved a distance equal to the setting in the nudge offset control
