I want to be able to allow someone to view an e-book after paying for it. However I do not want them to be able to print it or copy it. I want it to be in html format.

Is that possible?

Any suggestions or leads would be helpful.

Thanks.

If they can view then they can copy it - that's the way that HTML works. You can get some protection by publishing the doc as a PDF ( see for example) but be aware that there are several commonly available 'crackers' available to defeat your locks on PDFs.
