How to control outlook 98 .pst file size 2

Unfortunately we are still using outlook 98, Anyone knows how to control the pst file in outlook 98? We know that office 2000 and office xp both can shoot warning message when the pst file is over size(2GB), micorsoft has released a hotfix for outlook 98 also about this issue, but we could not find the hotfix now. using mailcontrol 1.4 is a good way but needs lots of money. How can we control users not to move more emails items when this file size is up to the limit?

Thanks Murugs! I have read this article before and found it was a way to fix a pst file which the size was over 2.0GB, it is not the best solution for us. We want to prevent it from happening, that is, we hope that the system can watch the file size automatically and give us/user a message when the size is close to limit, we do not want to fix it after user's pst file is crashed...
 
Thanks...! Actually we had ever tried this software before, it works great! It only needs some money, Any other choices?
