Well, as with any device that is replaced, it should auto configure on boot when cfgmgr runs as part of the boot process.
If the old device definition still exists then the new device will assume the next available device number, cd1 in you case I presume. If the old device was deleted, rmdev -dl cd0, then the new device should configure as cd0.
If there is no sign of a CD then I can only assume it was the IDE controller that failed, not the drive.
It is of course possible that both the drive and controller failed, in which case proving the drive has failed by trying it on another machine does not prove whether the controller failed or not.
