How to configure DNS to host websites

I have a webserver and mail server with Windows 2000. When i begin to host a domain, I have to contact someone to create an A / MX record for the domain to point to my IP address. This is a pain and really no reason we can't do it here. Can someone help me through the beginning process and as far as what i need to do and setting to choose. I have tried but am not sure if i am going to mess something up or not.

The first thing you would do is set up a DNS server with all of the records that you need, then all you have to do is contact your domain register and get them to point to your servers for resolution instead of the old machine. The whole thing takes about 48 hours before it starts using your new servers for resolution, but that's the process in a nutshell.
 
Actually, that is what i am trying to do..I have DNS installed on my machine and am confused as to how I add a website with the Forward Lookup Zone and what settings, I have a few books for Windows 2000, but nothing explains it very clear.
