How to block incoming Unavailable number

I have a DID that receives a barrage of incoming calls from an unavailable number all at the same time. I know I can put a "*" in the incoming number field and a ? in the incoming CLI field and block all unavailable calls. I want to only block the calls on this DID and when I add a second entry with a ? in the incoming CLI field it wont route that call. Call comes in, hits a vmpro module for time of day routing then drops the call into the sales Q.

You just copy the existing entry but add the CLI as ? i.e

Incoming number - 123456
Incoming CLI - Blank
Destination - Andy

Incoming number - 123456
Incoming CLI - ! (not ?)
Destination - Wherever



 
That is exactly what I did, instead of coping I just built a new one. I wonder why it isn't working.
 
! works. So why does "!" work and not "?"?
 
CLID on the phone, in ssa and in monitor all show it as coming in unavailable.
