How TO: block in DHCP

We have a Windows 2000 DHCP server leasing out private numbers (192.168.1.X).

The problems is we have users that will bring there laptops from home, most likely that they use COX cable modem at home, we want to restrict them from getting a lease from DHCP. How can I do that? We already had someone come in over the weekend and plug into our network, and the DHCP leased a number. I have the MAC address of that computer, can I use it to block them from getting any services.
 
Have you looked into creating scopes for the users there? Don't know how many users you have, just a thought.

Thanks, for the replies. I will check into the polices, and the user/vendor classes, and see whats the best option for our network.

If you have the MAC addresses, then put in an ACL to block them on the routers and use MAC filtering on the switches.
