How to auto-launch page when one loads

Is there a way to automatically open another browser window once the initial page is requested?

For example, when

http://www.domain.com/index.php

is requested,

http://www.domain.com/index2.php

opens in another window.

It is possible to do that via javascript (forum216), however in these days 95% of the browsers will block such a window opening due to the same technique being used in the pop up ads.
