How to assign Drive Letters 1

Hi this is my problem.I have my hard drive which is drive C and my cd rom which is drive D. I recently partitioned my hard drive but it is now lettered C & E .How can I re-arrange the drives so that my hard drive is C & D and my cd rom becomes E

Go into Device manager and right-click on CDROM then choose properties, click settings, set it above drive E: (Any will do) then restart, windows should assign the 2nd partition as D: and then you can change the CDROM letter to E:
