How to all but local dialing

System is IP500. I need to prevent 4 analog phones from making any long distance calls, including toll free.
I have 3 incoming trunks with dial 9 access.
This is a user setting correct?
 
In the user section go to the shortcodes tab, this iswhere you do the barring. for example in the UK all calls that are not local start with a 0 so to bar anything but local I would use the following shortcode

shortcode - 90N
Feature - Busy/Barred
Tel number - 90N

That means if they dial 9 then a 0 they will recieve busy signal but anything else say 9 then 5XXXXXX will go through :)

or for North America you substitute the 90N with a 91N :) just in case you are not in sunny Europe.

Of course, some carriers in North America (mostly CLEC using PRI) allow you to dial toll calls without leading 1... makes the process more difficult.

I dial anything local in North America except toll free, but I use a SIP line from a cheap provider.
