How to add a public folder for everyone to use?

I have no idea how to add a public folder called Junk email
so that everyone can use to throw there junk emails into.

This will help me because I want to know what domain and/or
emails I need to filter out with Antigen.

if you're the admin, just add the folder in from your Outlook client and set the permissions. by default, you have rights to create top-level folders....
