There are many areas where you might need to make changes to allow international calls.
It might be call barring tables in LD 49. restrictions in LD 90 under SPN's if they are being used. The best thing to do is to use the guide listed below to collect the data and view some of it in Excel.
There is a user guide to follow and also collect the extension data along with the Call barring data.
