How to access prorected folders

Hi All

Hope this is the right place for this.

I've recently replaced a hard drive which refused to boot but I need to recover some data. When connected to the secondary IDE I can read all other folders except my folder in docs and settings, F:\Documents and Settings\ME.

Windows message says address is not accessible. Access is denied.

Can anybody suggest how I can access this please?

Have you tried logging in as an admin user?

Have tried both suggestions but cannot start in safe mode with the bad HD connected. When booting normally the PC tries to go into disk checking mode saying there are inconsistencies on the F:\ which can be aborted by pressing any key, this appears to prevent start up in safe mode.
 
How to install and use the Recovery Console in Windows XP

Try Chkdsk f: /r from the Recovery Console. You could also look at the FixMbr command.

Boot that and run MBRWORK
Use options
1 (to back up the current state, so it could be restored with 2)

partition table then

Are the files you are trying to access Encrypted in any way?
