how speed up slow pc? 2

1.3 gig pc. three yrs old. XP Pro. Over time, secretary's pc has become sluggish and slow.

Consultant came in. Told her it was because various programs added over time always run in background, slowing it down. He then invoked some program which listed them. He unchecked them. PC now runs much faster.

The program seems to be built into XP. What it is it? How to invoke it?

Probably it was MSconfig which is started by typing MSconfig in the Start Run box and pressing Enter and when the program loads you click on the "Startup" tab?
