How: No Proxy = No Http for you?

I have setup policys that push out the proxy information to machines when they login. And users are restricted from turning that off. But their is always some wiseguy that finds a way to turn it off through some method or another. (I was forced to include local logins with my images - very bad idea I know. Long story - dont ask.) How do I force my Http traffic to only accept requests coming through the proxy? I want anybody not using the proxy to get nothing at all.
 
Disregard - we did this on the firewall instead. Got tired of messing with it.
