How much Bandwidth Does a VPN use?

I have a 128 K pipe how many tunnels can be used and what are the restrictions.What is the minimum bandwidth required to maintain a VPN tunnel. What factor the applications taht are being used effect it.

the tunnel itself is just a connection, it's not active until you send something through it
i wouldn't recommend vpn on that line for anything but administration
even terminal services from more than one user, would go slow

The connection has a bandwidth related to to maintain itself.
Term services a good gauge is 20 - 30 k allocated per connection. I'm curious of the additional overhead required for a vpn connect.

PS Terminal services allows for use through a low bandwidth environment on 128 k i've run term with multiple connections and it works fine.
