How is a graph legend data sorted in CR7.0?

I have a report with a bar graph. I've created this report throught the "Report Expert" and in the "Sort" tab I've added a field in which I want the graph to sort by, I've even choosen under "Order", 'specifed order' and to the right of that I specifed the order in which I want to display the records but when the graph is printed it doesn't take this list into consideration.

example, I've choosen "Country" as the sort field, I've also choosen "Specified Order" as to how to sort. I then select: CA, NY, WA, NJ, ID, OR, CT, and so on...as to how I want to display this...

but when I run the report I get: AL, AK, AR, AZ...and so on..

so, how do you specify how the legend handles the data?

noe more thing: this report is coming from a view.

It has been a *long* time since I used CR7.. but still in CR 8.5 to get the results you require, you have to use specified order in a crosstab, then use the crosstab as the datasource for the chart.
