Assuming you are backing the public folders up correctly
You go to the restore page and at the top of the page you need to have the exchnage server that the public folder sits on selected then change the restore type to EXCHANGE then change the destination to the original exchange server
Once this is done you can select your data of backup and restore what you need from the public folder. Remember to also de-select "delete existing transaction logs" It is selected by default-
If you don't have a specific policy setup for the public folders you won't be bale to do single file restore fromthe public folder-
Create a new policy called Public_Folders
Policy type is MS-exchange
For the files tab you need to use
Microsoft Exchange Public Folders:\
The client would be the exchnage mail server
This will backup the public folder and let you do single public folder restores as well
If you don't have this backup policy in affect you have to restore the entire exchange store somewhere which is hard then pull the data you need
you must be running at least 4.5 FP3 or MP3 to do this backup
