How do you search for duplicates (not on primary key)

I have a database that keeps track of all of our equipment in our plant. It's purpose is to track maintenance information. For example, we will be entering filter changes on machines. There is unique number assigned to each entry with an equipment number and a date of the filter change. Before the record is inserted I would like the program to check to see if there is any other records with that same equipment number and date. If there are, I would like it to bring up a box that says "Alright to create duplicate?" with a "yes" and "no" button. It is possible to have a duplicate record, because there are times where they may have to change the filter two times a day. But I would like them to know that there is another record just incase they have made a mistake.

I would appreciate any help that I could get.
