How do set application priority at startup?

I have a runaway application on MF 1.8 sp4 farm that keeps locking the processor at 100%. I am currently testing Appsense and Tscale, but I need a resolution before I can depoy either of these two. The rogue app is a custom Pervasive 2000i title application. The servers are a Win2k sp3 Dell's with two PIII 700Mhz + processors.

Any help would be great!
