I have a NEC Elite PKI phone system that has only certain ports turned on (enabled). I have terminated a run on to the next pair, but the phone will not activate. How can I get this phone/port to activate?

How do I turn on a NEC port?

I worked through some of the menus and determied I need a port turned on. I am trying to activate port 22. The unit is suposed to have ports 1-8, 17-24, ect. Ports 17-21 are active already, but it seems all the others are turned off some how.
