How do I setup modem sharing for non ICS connections?

I want to plug four 56k modems into my Windows 2000 Server, and have them made available to clients on my NT4 lan for individual dial-up use.

These modems will be connecting to private sites, only one user at a time will need them, and the connections will be outbound only, so I don't think I need RAS - is this right?
