how do i set up a holiday schedule in backup exec

I'm using Veritas Backup Exec. version 7.3 build 2575.

How do I set up holidays so that the daily backup will not attempt a backup on days when the tape is not changed?

You can't.
Only since version 8.0 is there a Holiday calender build in Backup Exec to exclude jobs to run on specific days.
