How do I *permanently* sort Start menu items?

Can't find the options that will permanently & always sort the shortcuts, programs & folders on the Start & Start|Programs menus. New shortcuts seem to be placed at the bottom of the list. New folders often wind up in the middle of the list. No rhyme or reason to either. Suggestions gratefully appreciated.
