I'd flatten your image (if it has any layers (and please work on a copy, not your original)), then convert the (now) background layer to a regular layer, lower the opacity to the level you would like, then use the "Save for Web" option and save as a PNG graphic, as this option will support transparency.
Easy solution to this as well: Simply create a layer behind the picture filled with the background color of the website. Then flatten and save for web as your favorite image format.
That only works if you know what the background is going to be .
Also, if its not a flat colour then it can be a problem even if you do know what its going to be.
Are you going to be using the images as flyout navigation - or just something artsy? You could always do the basic design in the PS layers with the transparency set over the background you'll be using and then export the slices. But as TWB says - have to have the background determined first.
