To install QoS Packet Scheduler
Open Network Connections.
Click any connection, and then, on the File menu, click Properties.
Click Install, click Service, and then click Add.
Click QoS Packet Scheduler, and then click OK.

For Active Directory, an assignment of responsibility that allows users without administrative credentials to complete specific administrative tasks or to manage specific directory objects.
