How do I clear the My Docs - Read Only attribute

I've researched this and have tried several work arounds to clear the read only attribute on a users My Documents folder but it always comes back. Does anyone know how to clear it permanently.

Tried using the attrib command from a command propmt but that is the same as unchecking the read only box in the properties page, the next time you look the box is checked/green again.

If it looks like this:

Then the Read-Only attribute is not set. This is just a Windows thing.

It needs to look like this for the Read-Only attribute to be set:
