Yes, in fpg 2000, there is one template to build a forum exactly like the one you mentioned.
Step:
File->new->new web->choose "discussion web wizard",
follow the wiazrd, you will get one to go without coding anything.
Make sure you have the 2000 frontpage extension installed correctly before you do this.
