How do I access GDIPlus.dll and GDIPlus.tlb

I have GDIPlus.dll and GDIPlus.tlb loaded in the folder where my vb6 source code is located. Using ME.
But when I run the program it says "File not found: GDIPlus".
What must I do to make the .dll accessible?
