How can I make the terminal scrollbar buffer bigger?

This depends on the type of terminal you are using. If using xterm or dtterm, use the -sl (scroll lines) option.

Is there a way in the settings to change the default to allow for more lines?

According to the xterm man page, the default is 64. I don't think you can change scroll lines via .Xdefaults, but I could be wrong.
