How can I limit internet access using dial up(ICS) to a specific time

How can I limit users to Internet Access sharing a dial up connectivity to connect only between 04:00 to 05:00 I'm using ICS configuration on Windows 2000 workstation , this is the work station to which a modem is connected and all other work stations connect through this.
ICS stands for: Internet Connectivity Sharing

Create a script file that shutsdown the service at 0400 and another script to start the service at 0500.

Use W2K task scheduler to initiate the script files.

I forgote one thing actually ICS is not a service that launches at start up like many services do ICS is only invoked when one tries to access the Internet from a work station, then the modem on the W2k workstation dials and connects the user to the net.
