I have 2 Dhcp servers and a single scope on each server. The secondary scope is not active. I would like to activate it and direct ras to pull IP's for dial in users from that scope only. Hence short TTL for dial in users. Any Ideas?

If you activated the server & scope you would find that in normal operations fixed machines would get their IP from the dial-up scope. A simpler method is to use a range of IP assigned on the RAS, These only live as long as the connection and can be a different pool to the main scope and the RAS will handle routing. You will also find that your main scope will probably have assigned some addresses to the RAS server anyway. You will see these if you sort your assigned pool by name and there will be several assigned with the name of your server with the RAS interface.

Chris.
