How can I create a Ladder Chart?

Hi, I want to create a Ladder Chart (i.e. Org. Chart) base on the data that I have in an Access DB. I have two questions:
1) How can I do this? Can I do it just using VB and create the chart in the application?
2) Or do I have to do it with other apps like Powerpoint's Microsoft org. chart or Visio? If so, can someone tell me how?

PS - A Ladder diagram in by book is something you program a PLC (or Relays) with.
