How can I add an NS record for another domain

Basically, one of my market data vendor's apps uses host names instead of ip addresses for their servers. They have two dedicated PTP T1 lines, so incase the firm's internet connectivity goes down, the traders are still functional. Now I need to add a NS record to show for that particular domain, use those specific DNS servers so if my internet goes down, name resolution for that domain will not be an issue. I tried adding a new zone and changing the SOA and NS record to the respective DNS server with no success. Any Ideas?

BTW, this is a Win2k active directory, with two internal dns servers. Both use fowarders.
