Hot key/line programming

I'm setting customer phones on Meridian and Norstar so that when they go off-hook, it dials an external toll free number. Phones serve this only purpose.

On option 81, I could only hot-key to internal DN which is ACD DN call forwarded to toll free number. Is there another way?

Could not find anything to make this happen on Norstar systems. Any solutions??
 
you have to allow the call via ncos and tgar.. other then that the hot d x 9nxx,etc should work..

On Meridian, I program hot d 12 91877xxxxxxx, using TGAR 1 and ncos 2. Uusally ncos 1 would allow local and toll free calls but I get a fast busy when going off-hook, so I tried ncos 2 (north america) and still get a fast busy.

Iknow the fast busy is telling me something ...but what?!!
 
Check NCOS and TGAR.
if that phone is able to dial the number normally, it can have a "HOT D" to that number. I'll assume that it is an analog line so set it up with a normal DN and see if you can dial the 12 digit number. If not then you can't use "HOT D" either.
