hosts file priority

I am running Windows 98 SE and have 2 TCP/IP adapters set up, one is my modem and is used to connect to the Internet and the 2nd is a 100Mbit ethernet adapter that is connected to my local network hub. When I am not on the Internet ( using the modem ) and I try to ping tosh ( my linux box ) the connect window appears, to try to phone my ISP. When I then press cancel the ping continues and works fine. If I try to ping the IP address of my Linux box the ping works fine without bringing up the connect window ( i.e. doesn't ask to connect to the Internet ). How can I get my hosts file to be used to resolve my host names before using the Internet?
 
I assume you're editing the hosts file and not the hosts.sam?

Thanks for the response but I have since found out that it is a winsock V2 issue. I need a patch from Microsoft to fix this or downgrade to winsock V1.x
