Hookswitch flash call transfers on a MICS/NonPRI to an outside number 1

I am looking to see if anyone has ever worked with a Carrier that allows hookswitch transfers from a Non-PRI T1, NI2, with 2 Way DID trunks built. I have asked the carrier TDS/USLink (whom I used to work for) about this question and they are asking me to find some examples. I do recall in my past job with TDS/USLink a customer (real-estate office) had a MCI Non-Pri T1, NI2 and switched serviced to TDS/USLink and returned to MCI due to TDS/USL not being able to accomidate this feature. I do know that TDS/USL is operating on a DMS 500 platform.
 
You may want to see if a Frame relay T1 can accomodate. Mainly because you can set up your lines as pots lines. Not the best way to configure or use a T1 but might work.
