holdover battery

Can the 10v holdover battery in a G3 SCC be replaced with the system power on ?

Our vendor replaced the battery (but it was a 48v)and the associated charging PSU in our G3si SCC last year without turning it off (and without getting electrocuted) or any other downtime.
