Does this system have a E2T card?
If so check the Default Gateway settings.
Also check the Feature DN is correct on both controllers in the cluster element form.
Obiously check that Class oF Restiction allows Hold & Conference.
Lasly Route optimisation check these settings are correct on both controllers.
