High CPU utilization

I have two Windows server 2000 terminal servers configured in a NLB cluster. My users are experiencing slow functionality due to high CPU spikes. The two services that seem to be using all the CPU are Iexplorer.exe and Winlogon.exe.
I only have about 15 uses per server. The servers have more that sufficient hardware.
I need to find a way to reduce the CPU utilization.
Any ideas or suggestion would be appreciated.
 
Check you performance options make sure they are set to what is needed for you server. Also unless there is a reason yur users need to go online will in a session they should be doing that on the local pc not the server. The reason is while they are online in the server it is putting spyware and all kinds of garbage in it. You might want to run ad-aware or spybot s&d.
