Hiding almost all files/folders on C-drive

How can an administrator allow a specific user to only use Explorer, folders, etc. to view files and folders on the C-drive that are in their own "My Documents" folder or on their desktop - but all other files and folders outside of those should be completely invisible/inaccessable? Obviously, I want this user to be able to use their computer normally - i.e. MS Word, all programs, etc. Just not be able to see the files on the C drive...

Not to be a stickler, but anyway to do this leaving the user in place (in C and in Documents and Settings)?

Just another thought. If the computers are part of a network that uses a server, I think it is always best that all user data is stored on the server so that it can easily be backed up on a daily basis. The 'my documents' folder, etc. can easily be redirect by right clicking on my documents or by using power tools so that when they save their data is saves seemlessly to their home directory or wherever you choose and they don't really see any difference. Then either hide or hide and lock the c: drive so they can't save to it accidentally. This way, even if something happens and their computer crashes, the data is all safe and backed up.
 
I should note that at the folder level you will not be able to hide things from Explorer if 'Show hidden files and folders' is enabled.
 
No, just one stand alone PC. BTW, bcaster, what does "attrib +h folder_name" mean?

attrib. exe is a command line tool to set file and folder attributes.

One attribute is "H" for hidden. It is set on with +H and set off with -H
