is there a piece of software that will allow non technical staff on a helpdesk to create NT accounts and change passwords (without knowing the original password ie when someone has forgotton it) at the moment we have to send requests to the sever administrator which can take 72 hours.

it is built-in Windows NT itself.
you have to make one last request to your network admin to add your helpdesk staff to the Account Operators group and make the Network Client administration toool to them. Jeffrey Rebong
