I need to be able to access and SQL server that is on the internet (outside) from behind a PIX515.
 
By default all traffic is allowed outbound. You shouldn't have any problems unless you have an ACL applied to the inside interface.

Post a scrubbed config.

Try opening port 1434 outbound to the server you are trying to reach. And to second grover's comment. Post a scrubbed config. Also which type of server is it? Oracle , MSSQL?
