help with size

I'm a total beginning... so excuse this question if it's stupid.

But when I put in my dimensions as 7.75 inches by 4.5 inches for what I want the new photo thing to be, the actual dimensions come out bigger, like 8 1/2 inches by 5 inches. what should i do?

Need more info to answer this question. Put your dimensions in where? What's "the new photo thing"? The dimensions "come out bigger" in what way - printing or on screen...
