Help with LegalNotice Text

Our company required that a legal notice appear before user sign into the network. I did it through the LegalNoticeText and LegalNoticeCaption regirstry. However is there a way we can alter the dispaly of text, bold or different color, and also change the background color? If it is impossible is there any other program will let me achieve that?

Have you got a photo-editor program that would let you create a blank coloured photo with text on it? If so use that and make it display at startup by placing it in the appropriate startup folders.
