HELP!!! The OEMIG50.EXE file is linked to missing export ADVAPI32.DLL

Whenever I start up windows, a window appears asking me that "an activex control on this page might be unsafe to load, do you wish to load it?", and I say "No". However, after that, I get the following message out of the blue, over and over and over again:

Outlook Express:

A program is attempting to send the following email on your behalf:
To: (blank)
Subject: Help

Would you like to send the message?

This is immediately followed by:

Error Starting Program

The OEMIG50.EXE file is linked to missing export ADVAPI32.DLL:RegOverridePredefKey.

If I click "Do not send", and OK at the warning, I get the same message 10 seconds later. If I click send, then it says that the message has no specified address.

Do I have a virus? What should I do? These messages are frustrating, and are filling up my taskbar. Should I reinstall Windows98?

 
Is Outlook Express Freeware that comes with Windows, so that I can reinstall it?

absolutely just uninstall it go to windowsupdate and install outlook 6 or got to your add/remove software-windows-setup and search for outlook express i would go with outlook6 though
 
I've figured out the problem that I had... It turns out I've got an ActiveX virus. I have an expired version of Norton, and a firewall, but that didn't help. It keeps trying to send emails to blank addresses, and gives this annoying warning. I've uninstalled outlook express, but I've gotta uninstall my browser too...
